A. FORMATION OF THE DEPARTMENT OF INFORMATION AND COMMUNICATIONS

- The Department of Information and Communications is a specialized agency under the People's Committee of Son La province established in accordance with the Decision No. 41/2005/QD-UB dated 9th April, 2015 of the People's Committee with the name of Department of Posts - Telecommunications and main function is assisting the Provincial People's Committee in state management of the fields of postal, telecommunications and information technology.

- On 25th April, 2008, the Son La provincial People's Committee issued Decision No. 1043/QD-UBND implementing Resolution No. 207/NQ-HDND dated 29th April, 2008 of the People's Council of Son La province on the establishment of the Department of Information and Communications based on additional functions and tasks for the Department of Posts and Telecommunications to perform state management in the field of press and publishing which was under the Department of Culture and Information’s management before.

B. FUNCTION, MISSION, AUTHORITY AND ORGANIZATIONAL STRUCTURE OF THE INFORMATION AND COMMUNICATIONS DEPARTMENT

- Function, mission, authority and organizational structure of the Information and Communications Department are being implemented according to the Decision No. 15/2023/QD-UBND dated 9th June, 2023 of the Son La provincial People's Committee.

I. Position and function

1. The Information and Communications Department is a specialized agency under the provincial People's Committee with the function of advising and assisting the provincial People's Committee in state management of the press, publishing, printing and issue, broadcasting, electronic information, foreign affairs information, local information, postal, telecommunication, radio frequency, information technology industry, information technology application, network information security, electronic transaction and digital transformation in Son La province.

2. The Information and Communications Department has its own legal entity, seal, account and under the direction and management of organization, staffing and mission of the Provincial People's Committee and under the direction, inspection and professional guidance of the Ministry of Information and Communications.

II. Mission and authority

In accordance with the provisions of Article 2, Circular No. 11/2022/TT-BTTTT dated 19th July, 2022 of the Ministry of Information and Communications guiding the function, mission and authority of the Information and Communications Department under provincial People's Committee, Culture and Information Office under district People's Committee.

III. Organizational structure

1. The Department leaders includes Director and two Deputy Directors

a) Director is commissioner of the provincial People’s Committee and also head of the Department, responsible to the provincial People's Committee and Chairman of the provincial People's Committee and law for all of the Department's operation, responsible for reporting to the provincial People's Committee, Chairman of the Provincial People's Committee and Minister of Information and Communications, reporting to the Provincial People's Council and responding to voters' recommendations and question of the provincial People's Council delegates. The Director of the Department of Information and Communications specifies the function, task, authority and working relationships of the office and specialized divisions under the Department according to the provisions of law. Pursuant to the provisions of law, the Department's Director promulgates working regulations, directs, inspects and organizes the implementation of the Department's working regulations.

b) Deputy Directors assists Director and responsible to Director and law for the assigned missions. When the Director is absent, one Deputy Director shall be authorized by the Director to run the Department's operations.

3. The public non-business unit under the Information and Communications Department is Information Technology and Communications Center.

C. FUNCTION, MISSION, AUTHORITY, ORGANIZATIONAL STRUCTURE OF THE DIVISIONS AND UNITS UNDER THE DEPARTMENT

- Functions, mission, authority of the Office, Inspectorate and Divisions under the Department are implemented according to Decision No. 209/QD-STTTT dated 24th August,s 2023 of the Information and Communications Department.

- Functions, mission, authority and organizational structure of the Information Technology and Communications Center are implemented according to Decision No. 2862/QD-UBND dated 22nd November 2021 of the provincial People's Committee.
